There has been legislation in Connecticut, such as SB 349 in 2003, to try and establish the sequential analysis method for automobile insurance in Connecticut. This sequential analysis method gives greater weight, in decreasing order of importance, to a driver's safety record, the number of miles driven annually, the number of years of driving experience, and other factors, rather than place of residence.
So with this type legislation it would require automobile insurers to use a sequential analysis method for establishing rates with territorial classifications given the least importance. Thus residence is not used or is the lowest on the sequence of “weight” toward rate calculation.
This would be similar to laws that California recently enforced with regards to rating systems of auto insurance providers. The CT insurance Department could tell you more about the sequential analysis method and factors that auto insurance providers can use do determine your rates.
If you will need more car insurance coverage then what you currently have is a personal choice. If you have a certain driving or moving violation convictions that require you to obtain more insurance then you should be notified from the state what type of insurance that would be.
You should always buy what you can afford for car insurance. So if you have only liability but want to cover your own vehicle in case of an accident you can place physical damage coverages of collision and comprehensive on it if you so desire and can afford to do so.
