North Dakota and Minnesota are both members of the Drivers License Compact (DLC) which means the ND courts will report to the Minnesota Driver and Vehicles Services (DVS) division of the Department of Public Safety the conviction of this moving violation (speeding ticket for 8 mph over the limit).
The MN driver's manual states that the Minnesota Department of Public Safety (DPS) maintains your driving record, which contains information about driving and licensing violations in Minnesota and other states. So it would appear that the North Dakota violation conviction will be placed on your privilege or restrictions on where, when, and what types of vehicle you may drive.
Since the ND speeding citation should make it onto your MN driving record your insurance company will likely see it and it could make an affect your insurance rates. It will depend upon your insurance company’s rating system if it will or not.
For instance if it is your first traffic ticket it may not affect your rates but if your driving record has many traffic violations on it then this additional infraction may cause a raised insurance rate. If it does affect your rates you can start to shop around for other auto insurance company's rates to hopefully find a more reasonable rate.
