The Georgia Department of Driver Services (DDS) states that a requisite to obtaining a learner's permit is having a Georgia DDS Certificate of Attendance form so it does not appear you could get the permit without this form.
This Certificate of Attendance form must be signed and notarized from your school. It is only valid for 30 days. All applicants under the age of 18 not enrolled in school must provide a GED diploma, high school diploma, or an attendance form from your local Board of Education if you are enrolled in an approved home school program.
You may not apply for or keep a driver’s permit or license if you withdraw from school (if you are under age 18), have a total of 10 unexcused absences or have any conduct infractions.
