This is because both Virginia and Florida are members of another compact, the Non-Resident Violator Compact (NRVC). The NRVC requires states that participate to suspend the drivers license of motorists who get traffic tickets in other states and fail to pay or otherwise take care of the ticket properly.
Whether you will need to go to court in Virginia to resolve this ticket or pay it through the mail, etc is a personal decision. You should be able to find out from the court listed on your VA citation what your options are in regards to this speeding citation. If court is required then you can decide if you wish to travel from FL to VA or hire a lawyer to attend court on your behalf. You will not be able to go to court in Florida for an infraction in Virginia.
