If the speeding offenses were placed on your driving record, even if the points were not, then yes these would be considered moving violations.
If the tickets were reduced or dismissed and not placed on your driving record, meaning that you were not convicted of the speeding violations then they would not be considered moving violations that you have a conviction on your record for.
In some states your first minor violation is not counted toward insurance surcharges, but if you receive a second minor violation within 18 months then both count.
You may want to get a copy of your driving record if you are unsure if these two speeding citations were placed on it or not. If they are on your driving record then your insurance company would see them the next time they pulled your motor vehicle record (MVR). Also if you are filling out an insurance application that asks about previous moving violation you would need to list these ticket convictions if they are on your record, because the insurance company will see them when looking up your MVR.
