In Michigan, you can first check with the Secretary of State's office to see if by giving the person's information from the police report they can give you information on if the person is insured and if so by what insurance company. If the SOS office cannot help you they should be able to advise you on which other state agency can.
You may also want to inform the police division that took the police report that the information that was listed for the other driver on the report was incorrect due to that policy being canceled months before the accident.
Once you find out if the person has insurance or not, likely not since they gave their old insurance card to the police officer, you can then go about suing them personally for the mini-tort. This Michigan consumer publication helps explain how to go about taking the at fault part to court.
