I have had my learner's permit for 6 months in Florida, and I am moving to California. Can I just transfer over my learner's permit to a California one? I have already completed the amount of professional lessons required for California in Florida, will I have to do the hours all over again?

The California Department of Motor Vehicles states that with regards to a CA provisional license, if driver education and driver training were taken in a state other than California, DMV will accept either a Secondary Schools Other Than California Schools form DL 33 completed by the out-of state school, or a letter on the out-of state school's stationery signed by a school official stating that the courses are equivalent to California's requirements. Instructional permits issued by another state are not acceptable proof.

So to make certain that your professional driving driver training hours will be accepted and that you can trade out your Florida learner's permit for a California permit or provisional license contact the CA DMV directly. They will be able to answer your questions regarding your driving hours and what specific steps you will need to take in order to exchange your FL permit for one issued in CA.
