According to the Saskatchewan Government Insurance (SGI), new residents who wish to drive in Saskatchewan must obtain a Saskatchewan driver's license within 90 days of moving to the province, or upon expiry of their out-of-province license, whichever is earliest. They also note that you should check with your previous jurisdiction as they may have some restrictions that supersede this requirement.
The SGI states that if you are moving from another Canadian jurisdiction, and you hold a valid driver's license there, you can apply for a Saskatchewan driver's license at any Saskatchewan motor license issuing office. You will be required to surrender your out-of-province driver's license at the time you apply for a Saskatchewan driver's license, and you will be required to pay applicable driver's license fees.
You will be considered a new driver unless you can prove more than two years driving experience (other than as a learner) in your previous jurisdiction. If you are deemed to be a new driver, you will be entered into the appropriate stage of Graduated Driver’s Licensing which is determined by the length of your driving experience from your previous jurisdiction. You must provide proof in the form of a driver abstract or driving record.
There are three stages to Saskatchewan's Graduated Driver's Licensing Program: Learner, Novice 1 and Novice 2. As drivers pass through these stages, they will see fewer restrictions at each stage until they graduate to an experienced Class 5 driver's license. If a new driver displays good driving experience with no incidents or interruptions, they will graduate to a Class 5 license in 18 months.
The Saskatchewan driver's manual states that for all classes of license you are required to pass three types of tests including a knowledge tests, a vision test, and a road test.
It would appear that you have been driving for 2 years in Ontario, however since you still have a G2 instead of a full G license you may still have to enter the GDL system of Saskatchewan. To find out for certain if you will come into their graduated licensing system or be able to directly get a full license you will need to contact the SGI and discuss your situation.
