Car Insurance Question  In Georgia what is the definition of an auto lapsed policy? For example, if the policy expired on July 2nd and a new policy was purchased on July 8th of same year, would this be a lapse in policy with $25 lapse fee?

As you are likely aware Georgia insurers must electronically report insurance information, including if your insurance has been terminated or if there is a lapse.

The Georgia Department of Revenue (DOR) defines a lapse as 10 or more days where the records show that your motor vehicle was not covered by an auto insurance policy. So if you let your car insurance policy expired on July 2nd and purchase a new policy on July 8th it would appear that you are within the 10 day gap period that GA allows.

Normally when the DOR sees that an automobile’s car insurance has lapse for 10 days or more a Notice of Lapse Mandatory Liability Insurance Coverage will be mailed to the vehicle's registered owner. This notice will request the payment of a $25 lapse fee which you mentioned and require you to show proof of valid insurance coverage within 30 days.

If the lapse fee is not paid within 30 days of the letter's date, the vehicle's registration will be suspended. To cancel the suspension, the vehicle owner must now pay the $25 lapse fee plus a $60 reinstatement fee as well as show proof of auto insurance.
