New Jersey and Virginia are both members of the Drivers License Compact (DLC) which means that NJ courts will inform the VA Department of Motor Vehicles of this speeding ticket if you are convicted of this offense.
The Virginia DMV site notes that out of state violations will be placed on your VA driving record and demerit points will be assigned as well. Speeding 18 mph over the limit is a 4 point offense in both VA and NJ so it would appear that the Virginia DMV would place the 4 points onto your VA license.
If you want to keep the speeding citation from being transmitted to Virginia, you may need to speak with the NJ courts and see if there are options to dismiss the ticket such as taking a defensive driving class or traffic school there.
