If you damage a rental truck and your own insurance company will not cover it and you did not choose to purchase the rental agency's optional coverage for the truck then normally you will be held personally responsible for the repairs and associated fees.
Many rental places will not only charge you for the cost of the repairs but also for their loss of business from the time that the truck is being repaired and is unable to be rented out to paying customers. It will be up to state laws if they will be able to charge you these extra amounts or not.
If you cannot pay up front for the repairs you can try and negotiate with the rental agency for a payment plan. If they will not agree to a payment plan that is affordable to you then you may want to seek legal counsel about what other options you may have.
