I live in South Carolina and have a SC drivers license. I received a ticket while visiting Florida for "violation of a traffic control device", with an added annotation of "dual stalker (m) 8249/1903. I am not sure what all this means. I had a passenger, and we were driving through a neighborhood to the pier to fish. Will these offenses show up on my SC driving record/insurance?

You will need to read over your citation more carefully but from the information you have given it would appear that you were given a speeding ticket and thus the traffic control device that you violated was obeying the speed limit sign.

We believe this because you also mention that the citation noted "dual stalker." A dual stalker is a type of radar device used by law enforcement to detect the rate of speed that a motorist is going. So it seems as if this added annotation is the police officer describing on the ticket how he determined your rate of speed.

A dual stalker radar is a sophisticated piece of equipment. Instead of only one zone for law enforcement to watch for speeding motorist this device allows the officer to set up two moving target zones or four stationary target zones can be monitored simultaneously.

To find out the fine and penalties associated with your Florida ticket you should contact the court listed on the citation.

Since Florida and your home state of South Carolina are both members of the Drivers License Compact (DLC) the Florida courts will inform the SC DMV of your conviction of this violation if you plead guilty.

According to Title 56 of the Motor Vehicle division of the SC Code of Law, convictions for an out of state violation that would be a violation in South Carolina as well can be recorded against the driver in SC.

Since this SC violation will likely show up on your SC driving record, your insurance company could see it next time they pull your MVR. According to the South Carolina Department of Insurance, all insurance companies use a uniform merit rating system for auto insurance purposes. It is based on convictions for moving violations and/or accidents.
