State laws and insurance companies' guidelines can differ however in general you should register and insure you vehicle in the state that you reside and garage your vehicle.
If this would be the state that you rent a home, instead of the state you own a home but rent it out to others, then you may need to check with the Department of Motor Vehicles of that state to see if you are considered a resident or not. This may make a difference in regards to registering your vehicle there.
Insurance companies will normally require you to insure the car in the state which you are living the most moths out of the year. This is normally the location where the car is garaged or parked at night in. There are exceptions sometimes, such as college students who are away in another state for school.
