From this information it would appear that our out of state violation will be placed on your Georgia record but not assigned points (since it would not be assigned points if it was in state). To find out for certain though if the MI speeding citation will be placed on your GA driver's history you should check with the GA DDS.
If the speeding violation is placed on your Georgia driving record then as you noted your insurance company would see it then next time they pulled your MVR. Then depending upon your insurance provider's rating system your rates may be affected by this MI citation.
