The Pennsylvania Driver's Manual states that if you plan on using your learner’s permit for driving outside the Commonwealth of Pennsylvania to check with your insurance company and the other states’ Department of Transportation (or Department of Motor Vehicles) to make sure your learner’s permit is valid.
Thus it seems as if PennDOT permits for permit driver to operate out of state but only after first checking with your insurance company to make sure your policy will cover you driving out of PA with the learner's permit. You also would need to check with DMVs of any other states which you plan to drive in to find out if a PA learner’s permit will allow you to drive on their roadways.
The New York State Department of Motor Vehicle notes that the state restricts driving privileges if you are under the age of 18 and have an out of state driver’s license or if you are any age and you have an out of state learner permit.
The NYS DMV states that you must obey the restrictions of both your home state and the NYS restrictions for permits or junior licenses in NYS. You cannot drive in the NYS if you are under the age of 16. If you have a permit or license from another state you are not exempt from this New York rule.
The NYS DMV advises drivers to make sure that your out of state permit is valid outside of the issuing state. If it is valid only in the state which it is issued in then you cannot use the permit to drive in New York State.
So if you are 16 or older and hold a learner permit, junior permit, or junior driver license from outside New York State, you must obey the restrictions described in their New Driver publication, in addition to those from your home state (PA).
