While the California Department of Motor Vehicles keeps a record of all traffic convictions and accidents that happen in state and will also add out of state violations to your CA driver's license history the DMV's brochure regarding retention of driver record information and reporting periods does not list on it violations from previous states where you were licensed.
It thus does not appear that your driving record from the state which you moved from will transfer to your California driver's license and so you would start with a clean record in CA. To make certain this is true of all offenses from any other state though we would recommend that you contact the CA DMV.
Even if your record is clean is California if you have been convicted of moving violations and they were placed on your previous state's driving record, entities such as your new Californian auto insurer can check that MVR and rate you on those offenses if they are still in the "look back" period of the insurance carrier.
