Well I just got my learner's permit from the state of West Virginia a couple of days ago. My question is, am I allowed to drive in other states such as Virginia, Maryland, or Pennsylvania with my permit with an adult over the age of 21?

The West Virginia Department of Transportation the learner' permit is the first step in the WV graduated licensing system.

The Level 1 License (Instruction Permit) allows you to learn how to operate a motor vehicle with an adult driver over the age of 21. To obtain a Level 1 License, you must be at least 15 years old, pass a vision and knowl­edge test and have a valid certified school enrollment form from your local school board. You must also have the permission (in writing) of your parent or guardian indicated on the Level 1 application. Parental consent is not required for married applicants under the age of 18; however, you must present a certified copy of your marriage certificate.

Level 1 permit requirements include:

  • Be at least 15 years of age
  • Must have a licensed driver 21 or over in front seat
  • You may only drive between the hours of 5:00 am and 11:00 pm
  • You may only have two (2) additional passengers in addition to the supervising, licensed adult driver
  • Zero alcohol tolerance. You may not have any measurable amount of alcohol in your system while operating a motor vehicle
  • All occupants must use safety belts in accordance with state law

Also with a learner's permit if you have two moving violation convictions it will result in revocation of your permit for 90 days.

WV DOT nor the WV driver's manual states whether or not you can drive out of state with a learner's permit so we would recommend contacting them directly to see if you can do so. Likely if this is allowed you will have to follow the WV restrictions as well as other states' conditions for a driver with your little experience behind the wheel.

As for the other states you mentioned. Here is the information we could find:

Pennsylvania notes that a non-resident who is in possession of a valid learner’s permit from their home state may not operate a Motor Vehicle while traveling through Pennsylvania. Pennsylvania law recognizes valid driver licenses issued in the person’s home state, but does not authorize the use of a learner’s permit issued in another state.

Virginia will accept any valid learner’s permit subject to restrictions mandated by the issuing state as long as a person is at least 15 years of age and that person is accompanied by a licensed driver who is at least 21 years of age.

Maryland permits an individual to use a learner’s instructional permit provided that the permit holder is at least the same age as that required of a resident for the vehicle being driven in this State (15 years, 9 months), and that the individual is accompanied by and under the immediate supervision of an individual who is a least 21 years of age, has been licensed for at least three years to drive vehicles of the class being driven and is seated beside the holder of the learner’s instructional permit.

State laws can change though so to be certain you can drive with your recently acquired West Virginia permit we would recommend that you contact PennDOT to make sure you are allowed to drive out of state and also the Department of Motor Vehicles to find out if you can drive in that state. If you can drive in other states with your permit you should see if there are restrictions, beyond the WV conditions, that you must follow in these states.
