The state of Vermont is part of the Drivers License Compact (DLC), while your home state of Michigan is not. Though Michigan is not part of this agreement to exchange moving violation information between state courts and DMVs, they still have their own agreements to report this information to other states and also get notified if a driver licensed in Michigan is convicted of a ticket out of state.

So likely if your husband is convicted of the moving violation ticket he received in Vermont then the VT courts will notify the MI DMV at which time the violation and associated MI points will be placed on his driving record.
Your husband can check with the representatives of the court listed on his VT citation to see if there is a way to plea bargain the charge down to a non-moving violation or get the ticket dismissed through traffic school so that the offense either would not be reported to Michigan or so it would not be an offense worthy of points. Normally just paying the find listed on the ticket means that you are pleading guilty and thus the violation and points associated with the traffic ticket go on your record.
