I have a junior license in PA, Will I be able to drive into New Jersey with my junior license?

The Pennsylvania Driver's Manual states that if you plan on using your junior license for driving outside the Commonwealth of Pennsylvania to check with your insurance company and the other states’ Department of Transportation (or Department of Motor Vehicles) to make sure your junior license is valid.

Thus it seems as if PennDOT permits for permit driver to operate out of state but only after first checking with your insurance company to make sure your policy will cover you driving out of PA with the junior license.

From what we have read a motorist with a valid junior license from another state may legally drive in New Jersey provided the vehicle he is operating is properly titled, registered and insured in the home state. The out of state permit/license holder will be subject to the laws of his home state while driving in NJ.

Since state laws are amended constantly, especially considering graduated licensing programs, we would advise you to check with both PennDOT and the NJ Motor Vehicle Commission (MVC) to make certain you can drive out of PA and into NJ with your junior license. Also check to see what restrictions and conditions you will need to follow while operating a vehicle in NJ if you are permitted to do so according to both states.

For clarity, Pennsylvania's teenagers, age 16 or older, must obtain driving privileges in stages which is similar to graduated licensing. You must first obtain a Learner's Permit:

  1. Have your doctor sign off on a DL 180 form (use DL 180 TD if you're under 18) stating that you're healthy enough to drive.
  2. Study the Pennsylvania Driver's Manual.
  3. Pass a written test and eye screening to earn your learner's permit.
  4. To schedule a written test through the online appointment system, visit PennDot's Teen Driver's Info Center and select "Schedule Your Driver's Test."

During the first six months after obtaining your permit, you must practice driving with a licensed driver that is 21 years of age or older. Drive a minimum of 50 hours. You cannot drive during the hours of 11PM to 5AM. This learner's license is valid for up to one year, and may be renewed if you need more practice time.

  1. Once you've completed the Learner's Permit requirements, you can apply for your Junior License.
  2. First pass a road test

Once this is complete, all restrictions remain the same as your Learner's Permit. So, rules and laws that apply to a Learner's Permit in other states will apply to your Junior License from Pennsylvania.
