Both the state where your licensed is issued from, Pennsylvania, and the state where you received your speeding ticket, Colorado, are both members of the Drivers License Compact.
Typically, a speeding ticket for 16 mph over the speed limit is a 4 point offense both in Colorado and Pennsylvania is convicted of the speeding ticket. This CO moving violation will be reported to PA Driver and Vehicle Services because both states are part of the DLC as we stated earlier and this agreement requires member states to report back to the state where the person has their license issued out of any moving violation convictions.
The DMV for Pennsylvania, PennDOT, will thus receive the speeding ticket information but this PA state agency has decided that minor traffic offenses, such as speeding, will not appear on your PA driving record and they do not assess points to your PA license either for out of state minor moving violations.
Due to this decision, it would appear that you will not receive the 4 points on your PA driving record. You will need to take care of the CO citation though because a second Compact that CO and PA are part, the Non-Resident Violator Compact (NRVC), of allows for your home state to suspend the license of drivers who get out of state traffic tickets and fail to pay them.
