I have a learner's permit from West Virginia and I was wondering if I was legally allowed to drive in Ohio or Kentucky with a licensed adult over 21?

You first should check with the West Virginia Division of Motor Vehicles (DMV) to make sure your licensing body in your home state of WV permits you to drive out of state with your learner's permit.

As for the states you mentioned. The Ohio Bureau of Motor Vehicles (BMV) notes that yes, you may operate a vehicle in the state of Ohio with a valid learner's permit, as long as there is a valid licensed driver, the age of 21 or over, in the front passenger seat.

From what we have read State law in Kentucky allows the holder of a valid instruction permit issued by their home state/jurisdiction to operate a motor vehicle.

KY notes that an out of state permit driver must be at least 16 years of age and abide by the following restrictions: a licensed operator over the age of 21 must be in the front seat beside the driver and you cannot operate a vehicle between the hours of 12 Midnight and 6:00 AM. Also, the operator would be required to adhere to any other restrictions placed on the operation of the motor vehicle by the issuing state, so in your case West Virginia.

With a WV learner's permit your restrictions include:

  • Must have a licensed driver 21 or over in front seat
  • May only drive between the hours of 5:00 am and 11:00 pm.
  • All occupants must use safety belts in accordance with state law
  • Zero alcohol tolerance

Since state laws can change and be amended through out the year we would advise you to contact not only the WV DMV but check with the OH BMV and KY Transportation Cabinet to make certain that you can drive out of state and into these neighboring states with your permit. Each state's DMV should tell you if you can and if so what restrictions and conditions you will have to adhere to.
