Yes, both Virginia and your home state of Pennsylvania are part of the Non-Resident Violator Compact (NRVC) which typically means your home state will suspend your license if you fail to pay or otherwise take care of an out of state moving violation citation.
The Pennsylvania Driver's Manual actually notes that not responding to an out-of-state citation will result in the indefinite suspension of your Pennsylvania driving privilege until a response is made to the location indicated on the citation.
Virginia and Pennsylvania are also members of the Drivers License Compact (DLC). As a member state of the DLC, Pennsylvania (PennDOT) will receive your moving violation conviction information from Virginia if you do finally take care of this ticket by pleading guilty and paying a fine. However, PA usually not to place out of state minor traffic violations onto a PA motorists' driving record. They also do not assess points for out of state minor violations, such as speeding.
You may need to check with PennDOT though to find out if this VA ticket or the suspension that went with not paying it will be placed on your PA driving record since you did not take care of it at first.
