I currently have a California driver's license and have one traffic violation in Quebec. I'm thinking of contesting the ticket but would like to know if the Quebec will notify California about my traffic violation? Is California one of those member states with Quebec that exchanges traffic violation information? Will it be fine not to pay the ticket?

California is part of the Drivers License Compact (DLC) which requires other member states of this agreement report to the CA Department of Motor Vehicles moving violation convictions. While Canada is not part of the DLC, California may have similar reciprocal agreement with parts of Canada as well.

We are not currently aware of a specific reciprocal agreement with Quebec and California at this time however it would be best to check with California Department of Motor Vehicles to find out about this situation though.

There is Provision 13363 of the California Vehicle Code which states that the DMV can suspend or revoke the license upon notice of the conviction of a person in a state, territory, District of Columbia, Puerto Rico or the Dominion of Canada of an offense which if had been committed in state, would have been grounds for suspension or revocation of the privilege to operate a motor vehicle.

CA Vehicle Code sections 23521 (minors and out of state offense) and 23626 (Effect of Conviction in another jurisdiction) also mention penalties for those convicted of an offense in the Dominion of Canada.

So while we may not know the terms of their agreements with provinces in Canada it appears that from reading this part of the California Vehicle Code that convictions in Canada are reported to the CA DMV.

To find out if the traffic offense / violation your were cited for in Quebec, Canada will be placed on your California driving record and be assigned points, check with the California Department of Motor Vehicles. If the Canadian speeding ticket is put onto your driving record, than you insurance company will see it next time they pull your MVR.

You may also want to find out from the CA DMV what may occur if you choose not to take care of this traffic citation in Quebec. It may be that California may not take action against your license but that Quebec would issue you a summons for failure to appear and take care of the ticket. Then likely if you returned to Quebec and were stopped by police you would have to face penalties and depending upon their laws arrest for not dealing with this traffic offense.
