There is no legal definition for non-owners that applies to auto insurance. However in general a non-owners car insurance policy is one that may be written when an insured needs coverage only for his personal operation of a vehicle not owned by him or a family member. 

So if you need proof of insurance to get your Oklahoma driver's license reinstated but you do not own a car nor will you be living in a residence where there is a car in which you could place auto insurance on, then a non-owners policy should be available to you to be purchased.

According to the OK driver's manual all Oklahoma drivers and/or vehicle owners are required by law to carry the mini­mum limits of liability for this state which include:

• $25,000 for injury or death of one person
• $50,000 for injury or death of two or more persons
• $25,000 for property damage

The vehicle owner’s insurance company or an individual’s non-owner insurance policy will provide the proper security verification form that one should show as proof of insurance.
