Texas and California are both members of the Drivers License Compact so Texas will inform California of this speeding ticket once you are convicted of it. California's Department of Motor Vehicles will then add this violation to your CA driving record and assign it points. I believe for out of state speeding tickets it is usually 1 point that is assessed.
If you have moved to Texas keep in mind that TX state law requires that a new resident moving into Texas who has a valid driver license from his home state, has 30 days after entry into the state to secure a Texas driver license. Whether this speeding offense will now be placed on your new Texas driver's license is a question you should ask the TX Department of Public Safety (DPS) the licensing agency for the state.
If you would have received the ticket out of state, say in Arizona when traveling to Texas the ticket would not normally show up on a new Texas driving record if the out of state ticket was resolved in before requesting a Texas driver license. However since the ticket was in Texas this is a good likelihood that it will be added to your new license, but again the DPS can tell you for certain.
You may want to see if traffic school is an option available to you as a way to keep the ticket off your driving record. The court listed on your ticket should be able to tell you if you are eligible for this.
As for insurance if the speeding you recently ticket is placed on your driving record then an insurance company would see it when they pull your MVR. If you recently moved and changed driver's licenses insurance carriers will usually pull your current state's driving record as well as your previous state's driving history so that they can rate using all of this information.
It will then depend upon your insurance company's rating system if your rates will be affected by this Texas speeding violation. If you want to receive a low cost car insurance quote for Texas, follow this link.
