Illinois is a part of the Drivers License Compact, which requires member states to inform the state in which a person is licensed about out of state moving violation convictions, while your home state of Wisconsin is not. However, most states will usually report violation convictions back to other states even if they are not part of the DLC.

For the person to find out if this out of state IL speeding ticket would affect their WI auto insurance rates the motorist would need to speak to their agent about the company's rating system.
Whether a traffic school or driving course is available to you in IL as a way in which to keep the ticket from being treated as a guilty plea and conviction would be a question for the Illinois court listed on the traffic ticket. If an Illinois traffic school keeps the ticket from being considered a conviction then information concerning the offense may not be sent to WI, the court processing the ticket should be able to tell you if this even is an option.
