New Jersey Statute 39:3-10 states that no person shall drive a motor vehicle on a public highway in this State unless the person is under supervision while participating in a behind-the-wheel driving course pursuant to section 6 of P.L.1977, c.25 (C.39:3-13.2a) or is in possession of a validated permit, or a provisional or basic driver's license issued to him.
Later on it notes that a person violating this section shall be subject to a fine not exceeding $500 or imprisonment in the county jail for not more than 60 days, but if that person has never been licensed to drive in this State or any other jurisdiction, he shall be subject to a fine of not less than $200 and, in addition, the court shall issue an order to the commission requiring the commission to refuse to issue a license to operate a motor vehicle to the person for a period of not less than 180 days.
You will need to call the court listed on your citation however many times courts will give you the opportunity to show up before your court date and produce a driver's license that was valid before the date and time of the citation so that the ticket can be dismissed.
Some jurisdictions may require fines or administration fees still be paid though. The court should be able to advise you if showing your valid license is enough or if you will need to get any documentation from the NJ Motor Vehicle Commission (MVC) to show that your license was valid the day of the ticket. If you can get the ticket dismissed it would be advisable to that you do not have a "driving without a license" violation listed on your driving record and may not have to pay the $180 fine.
