First you should call and get police to come and fill out an accident report. Hopefully the law enforcement officer will ticket the person for driving without insurance so he or she will be required to face the penalties associated with this violation of the law.
It will depend upon what coverages you have under your own auto insurance policy if you can make a claim with your own insurance company or not if you have been in an accident with an uninsured motorist.
If you have collision or uninsured motorist property damage then you can make a claim with your insurance provider for the damages to your own vehicle. If not then you will likely want to go after the at fault person in court, if they do not pay on their own, for the repairs to your car.
If you have injuries they can be put through your own medical insurance, PIP, or uninsured motorist bodily injury. If you do not have these types of coverages either then once again you may want to seek legal counsel about how to get the at fault party that was driving without insurance to cover medical expenses.
In some states the uninsured at fault party's driver's license and / or car's registration will be suspended until they have paid you for the damages you sustained due to the accident or until a payment plan has been agreed upon.
If you have been hit by an uninsured motorist read over your policy and speak with your agent about what coverages you have as part of your policy that will cover you.
