No, it is not likely that you can obtain a driver's license in Georgia with your driver's license in your previous state of Kentucky has your license suspended there.
You are correct that Georgia is not part of the Drivers License Compact (DLC); however GA is part of the Non-Resident Violator Compact (NRVC) and has its own separate agreements other states to share ticket information even without being part of the DLC. So Georgia does share driver licensing and violation convictions with other states and gets informed about their drivers from other states.
There is also the National Driver Register (NDR) which all states and the District of Columbia report information to. The NDR contains records on those who have had their licenses revoked or suspended, or who have been convicted of serious traffic violations (i.e. DUI) throughout the United States.
When a person applies for a driver's license the state DMV checks to see if that driver's name is on the NDR file. If that person has been reported to the NDR as a problem driver, a license may be denied until the issue has taken care of and their license has been reinstated in the state that has the hold on their license.
Georgia Rules and Regulations section 375-3-1-.18 is titled New Resident Licensing Requirements. Under subsection (3) it states the following:
In every instance the applicants will be screened through the National Driver's Registry. If they are found to be in suspension, revocation or cancellation in their former licensing jurisdiction, then their Georgia driver’s license will be subsequently suspended, revoked or cancelled, and in addition, they could be punished for the commission of a crime, as consistent with the laws of the State of Georgia.
So you would need to inform the GA Department of Driver Services (DDS) of your KY suspended license when applying for a Georgia license. It does not appear from the Georgia law that we quoted that this state will allow you to obtain a driver's license with a suspended license elsewhere so you will likely need to wait until you can reinstate your KY license to drive again.
