I am 16 years old and have a validated learner's permit in New Jersey. Can I drive out of state with it?

We contacted the New Jersey Motor Vehicle Commission (MVC) and their representative stated that with only a NJ permit you are not permitted to drive out of state.

If you had instead a provisional license, which is considered an actual driver's license and is only issued to individuals 17 years of age and older, you could. With a provisional license you are permitted by the NJ MVC to drive out of state as long as you adhere to the restrictions of the license.
