Minnesota is a part of the Drivers License Compact while your home state of Georgia is not. However Georgia still reports traffic tickets to other states and is informed of out of state traffic violation convictions of GA licensed drivers.
The Georgia Department of Driver Services (DDS) points system notes that 0 points for a speeding ticket of 14 mph or under. For speeding offenses of 15 to 34 or more above the posted limit the point range from 2 to 6 depending upon your exact speed.
The DDS points page states that the Department is authorized to suspend your license if its records or other evidence shows that you have accumulated 15 points within 24 months under the point system, including violations committed out of state. From this information it would appear that once the DDS is notified of an out of state moving violation, such as your Minnesota speeding ticket, they place it on your driving record and assign it points.
The DDS also notes that a Georgia licensed driver shall have their license suspended for a conviction of serious offenses in Georgia or any other state. Contact the DDS directly for a list of these violations.
