The representative of the California Department of Motor Vehicles that we contacted stated that when you move to CA your previous state's driving record does not transfer. So if you are moving to CA from Georgia and have convictions for tickets on your GA driving record they should not transfer to your new California driver's history.
If however you have not taken care of citations you received in Georgia then California would not allow you to obtain a CA driver's license until you had a clean license, clear of any outstanding tickets.

In regards to insurance though keep in mind that your new California car insurance provider will normally check not only your CA driving record but also your previous state's (Georgia in this case) driving record since your CA driver's license is so new. Insurers will typically look back 3, 5 or 7 years so they will likely see the tickets on your old GA license and rate you accordingly.
