We are not aware of any reciprocal agreement between the Canadian province of Quebec and the state of New Hampshire in which this ticket would be reported to NH to be placed on your driving record there.
If you do not pay it then you may have issues if you travel back to Quebec or they may send collection notices to your home in New Hampshire. Whether the court would contact the New Hampshire Department of Safety or not if you did not comply with your speeding citation is something you would need to find out from the court listed on your citation or the NH DPS.
Your insurance will likely not be affected whether you pay the ticket or not. We would always advise to comply with laws so either pay or fight the ticket in Quebec so that it cannot adversely affect you in the future. If this ticket is not placed on your NH driving record then your insurance provider would usually not find out about the citation since they look for violations when pulling your MVR and this does not seem as if it would appear on it.
