While the Minnesota legislature has discussed various no pay / no play reforms none have yet passed and become law.
No pay/no play is a term that refers to prohibiting uninsured motorists from filing lawsuits in motor vehicle crash cases for things such as pain and suffering damages. States pass these sorts of laws since many feel it is unfair for an uninsured motorist, who is driving illegally, to sue someone and reap a financial windfall by collecting non-economic damages.
Until MN passes laws limiting what uninsured motorist can claim for if they are not at fault in an accident, they can make a claim for the property damage, bodily injury, etc. Since you are at fault it would appear that the uninsured motorist could make a claim with your insurer. Hopefully the police were called to the scene of the accident and cited the other party for driving without insurance though so they will face penalties associated with this offense.
