Can I get a car registered in my name in Pennsylvania with a learner's permit only?

According to PennDOT, Pennsylvania law does not dictate a minimum or maximum age for owning/registering a vehicle. So if you are a younger driver you should be able to own and register a vehicle no matter what your age is.
