You would need to read through the terms of your policy and speak with your agent that knows the particulars of your auto insurance policy to find out if you are covered for the damages sustained in this accident. Without collision coverage on your vehicle however it is doubtful that a head on collision due to a person driving on the wrong side of the road would be covered by your policy.
Normally this type of accident would be covered under collision coverage, a type of physical damage coverage. If the other party is uninsured then if you have uninsured motorist property damage then your car may be covered however this coverage is not available in all states so it may not be part of your coverages.
If the other person, the at fault driver, is insured then their property damage liability coverage should cover the repair of your vehicle or if it is totaled like you believe then it should pay out actual cash value (ACV) of your vehicle up to the limits of their policy. So if they have low limits and your car is worth more than you may not get the full amount that your vehicle was worth from the other party's insurer.
If the other person was driving without insurance and you do not have car insurance coverages to cover this accident either then you most likely will need to go after the at fault driver for the ACV of your vehicle. If the driver will not settle with you then you will need to take him or her to court to seek a judgment against the driver.
