Texas and Illinois are both members of the Drivers License Compact (DLC) so the Illinois courts will advise the Texas Department of Public Safety (DPS) of this speeding ticket if you plead guilty and are convicted of the offense.
According to the TX DPS they do place out of state moving violations on a Texas driver's history and apply points. The Texas points system lists that it is 2 points for a moving violation conviction in Texas or that in another state. Points however are not assigned for speeding less than 10% over the posted limit or for seat belt convictions. If your speeding ticket falls under this category then it would not appear that points would be assessed for the IL citation.
The TX DPS keeps moving violations and accidents on a driver's record for 5 years, with the exception of serious offenses such as DUI and no liability insurance which stay indefinitely.
