There are different minimum age requirements throughout Canada so some areas of Canada may be changing some of their requirements however we are not aware of any provinces that are changing from the age 16 to 18.
Also since you mentioned the G1 it would appear that your may be speaking of Ontario, Canada and their graduated licensing system. If you are referring to Ontario then we can tell you that the Ontario Ministry of Transportation (MTO) denies that they are going to change the minimum age for the G1.
The MTO states that this rumor goes around every year but is not true at this time that the age will change from 16 to 18.
According to information we have read though students in Ontario run the risk of losing their driving privileges if they drop out of school before the age of 18 under legislation that passed in December 2006 in the provincial legislature.
