You should contact the West Virginia Division of Motor Vehicles to find out if when you apply and obtain a WV driver's license if your previous record and points will transfer from Virginia. Most states do not transfer over this information, especially points since points schedules differ, however some states do place your previous moving violations onto your new state's driver's license.
According to the West Virginia DOT after establishing residency, new residents who want to drive in WV must apply for a WV driver’s license within 30 days. If you have a valid non-expired out-of -state license, you are eligible to transfer the license. You are required to pass a vision test, complete a brief alcohol awareness course and surrender your out-of state license before a WV license will be issued.
If your out of state license is suspended or revoked, you will not be licensed in WV, until you receive a “clearance” in the PDPS. It is illegal to drive in WV with a suspended or revoked license. All applicants for a WV driver’s license must be verified with the PDPS, the Problem Driver Pointer System. It is important to confirm that you are not under suspension in any other jurisdiction before even attempting to obtain a license in WV.
The WV DMV does not state that previous out of state violations will be placed on a West Virginia driving record but instead does note that if you have previously received a violation in another state, make sure to satisfy any citations and suspensions you may have pending before applying for a West Virginia driver's license. As for insurance West Virginia law requires all registered vehicles to be insured. The minimum amount of coverage required is $20,000 for one accident, one injury, $40,000 for one accident, two or more injuries and $10,000 for property damage (20/40/10). All vehicle insurance policies must be issued by a company licensed to sell insurance in West Virginia so yes, you will need to change over your insurance from a Virginia auto insurance carrier to a WV insurance provider.

Remember that even if your Virginia driving record does not transfer and get added to your new West Virginia record, your WV insurance company will still see your VA record. Since your WV record will be very short from you recently moving there an insurance carrier will also pull your VA MVR to get a better picture of what type of driver you are and rate you accordingly.
