States law differ however when your driver's license is suspended due to a DUI, DWI, etc it generally means that you cannot obtain a motorcycle license, CDL or other type of license to drive a motor vehicle. The exception being if you get a conditional or restricted license which gives you some driving privileges back, such as driving to school or work.
The Texas Department of Public Safety (DPS) representative that we contacted confirmed that a suspension in TX includes the driving privilege for all Class of licenses. So in Texas you cannot obtain a motorcycle license while your driver's license for an automobile is suspended due to a DWI because the suspension extends to all driving privileges for motor vehicles.
Other states may allow a motorcycle license to be obtained while a normal motor vehicle driver's license is suspended. It will likely depend upon if the motorcycle license is an extension of the driver's license or its own separate license. For example in Texas you add the motorcycle classification to your Texas license normally if you already have a driver's license issued to you.
