The New Jersey MVC has previously told us that those with provisional licenses can drive out of state but did not give us information about learner permits so we have put in the question to them. The representative we contacted at the New Jersey Motor Vehicle Commission (MVC) stated that with only a NJ permit your son is not permitted to drive out of state.
If he had instead a provisional license, which is considered an actual driver's license and is only issued to individuals 17 years of age and older, he could drive out of state. With a provisional license you are permitted by the NJ MVC to drive out of state as long as you adhere to the restrictions of the license.
Once your son does obtain a provisional license you or your son should contact the other states he wishes to operate a vehicle in to make sure their laws will permit him to drive there according to their laws. The Department of Motor Vehicles for the other various states should be able to give him or you this information.
When he eventually is allowed to drive out of state, once he has moved up to the next level of the graduated licensing system (GDL) in NJ, he will need to follow any conditions and restrictions that New Jersey has placed on him and may also be required to follow graduated licensing laws of other states so ask the DMVs about any special rules that will apply to him as a teenage driver.
