Florida and Kentucky are both part of the Drivers License Compact which requires member states to report moving violations back to the state in which a person is license. Thus these states do share information and if you are convicted of the citation you received in Palm Beach, Florida then the FL courts should inform the Kentucky Transportation Cabinet.
We too have read that Kentucky does not assess points for out of state speeding tickets but does for other types of moving violations. The points list for KY notes for example that for speeding offenses that out-of-state conviction are listed only there are no points assigned. State laws are continuously updated amended though so you should check with the KY Transportation Cabinet to make certain this has not changed in recent months.
According to the KY driver's manual, the Transportation Cabinet's Division of Driver Licensing keeps a record of all moving traffic violations on each driver licensed in Kentucky. These records are based on reports of traffic convictions, forfeiture of bail, or payment of fine, with or without court appearances, which are forwarded to the Division of Driver Licensing by the courts throughout the United States.
Since the Florida ticket will likely appear on your Kentucky driving record, then your insurance company could see it the next time they checked your MVR.
