The NC Department of Motor Vehicles revokes the license of any person under the age of 18 when it receives notice from a proper school authority that the person is no longer eligible for the driving eligibility certificate. The revocation remains in effect under the person's 18th birthday unless a new driving eligibility certificate, high school diploma or GED certificate is obtained.
According to the North Carolina Driver's Manual, driver license applicants less than 18 years of age must have a driving eligibility certificate, high school diploma or its equivalent (a GED) to be eligible for a NC driving permit or license. A driving eligibility certificate is a document signed by an applicant’s school administrator to certify that the person is currently enrolled in school and progressing towards a diploma.
So it would appear from this information that you cannot receive a permit, provisional license or driving privileges in any other form in NC until the GED program you are working on is completed and you have obtained a certificate which will be accepted by the NC DMV.
