According to the Hawaii Department of Commerce, HI State law requires that your vehicle be insured throughout the motor vehicle registration period and that you have a valid Hawaii motor vehicle insurance identification card in you motor vehicle at all times. You can be ticketed and fined if you operate a vehicle without the required motor vehicle identification card.
If you do not have insurance on your motor vehicle, you must surrender the registration certificate and license plates to the county director of finance. So if your brother was not driving his car due to it being inoperable, etc and just parked it in the neighbor's garage for storage after turning in the registration and license plates for it then he should not have to face any penalties for owning an uninsured vehicle.
If your brother did not turned in his tags and registration certificate before he took insurance off of his vehicle then he may receive penalties by the state for being uninsured.
Since the accident was not your brother's fault he should be able to make a claim against the at fault party's property liability policy for his damages. If he has a police report and witness statements with regards to the accident this should help his claim case. Once the claim is placed with the at-fault party's insurance carrier the claims adjuster put on the case should tell your brother what the process will be to get his truck repaired and in the condition it was before the accident.
