It will depend upon your insurance coverages. In New York under comprehensive coverage, your insurer pays you, without regard to fault, for damage to your car from all causes, other than collision, such as theft (of the car itself or its parts), fire, flood, windstorm, glass breakage, vandalism, hitting or being hit by an animal, or by falling or flying objects.
Comprehensive deductible options generally offered are $100, $200 (standard), $250, $500 and $1,000. The New York Insurance Department notes that in NYS coverage may also be sold where the deductible does not apply to window glass damage.
So if your insurance carrier offered an option where you would not owe a deductible for glass damage and you choose it when the deductible would be waived and thus not due for your windshield repair or replacement. If however you did not pick this option and have a deductible amount associated with your comprehensive coverage, including window glass damage, then you would owe that deductible amount if you make a comprehensive claim to get your windshield fixed.
