According to the Maryland Motor Vehicle Administration (MVA) points are assessed after you have been convicted of a moving violation. The conviction may occur in either District Court or Circuit Court.

Maryland Annotated Code section 16.402 deals with the assessment of points does not specifically list an illegal left turn so would seem to fall under the category of "any moving violation not listed below and not contributing to an accident" and be assessed 1 point.
Insurance companies do not look at the points that the MVA place on your record but the actual moving violation that you were convicted of, so the illegal left turn. It will be up to your insurance provider's rating system to determine if this offense will affect your rates and thus raise your premiums at renewal time.
