Hawaii is a member of the Drivers License Compact (DLC) and Non-Resident Violators Compact (NRVC). The DLC requires member states to report tickets received by motorist to the state where they were licensed. The NRVC requires member state to suspend the driver’s license of drivers who get traffic tickets for moving violations in other states and fail to pay them or otherwise legally take care of the citation.
The Hawaii Department of Transportation notes that an applicant holding a valid out-of-state driver's license and desiring to obtain a Hawaii driver's license must complete all of the requirements for an instruction permit; however, a road test may be waived at the discretion of the examiner of drivers for persons eighteen years of age and older.
In HI no permit is issued and the applicant retains the valid out-of-state license until after successfully completing any required practical test. Fees vary. In all cases, all out-of-state drivers' licenses must be surrendered prior to the issuance of a Hawaii driver's license.
The Hawaii DOT has a list of those who cannot be licensed which includes those whose license has been suspended or revoked by a court and are serving out their suspension period.
The HI driver's manual states that information on applicants for an original or renewed Hawaii driver’s license is forwarded to the National Driver Register (NDR) Program. If the records of the NDR show that you have had a license suspended or revoked in another state or D.C., a Hawaii driver’s license will not be issued.
The National Driver Register (NDR) is a computerized database of information about drivers who have had their licenses revoked or suspended, or who have been convicted of serious traffic violations such as driving while impaired by alcohol or drugs.
So until your get your South Carolina driver's license reinstated it does not appear that you can obtain a Hawaiian license. You can check with the SC DOT to find out how to get your suspension lifted if you do not yet know and also then contact the HI DOT to see about applying for a driver's license in Hawaii.
