The Florida Highway Department of Highway Safety (HSMV) does not list that a driver's license or motorcycle license is required in order to register a car or motorcycle.
The DMV procedures manual for motorcycle registration gives information on what provisions of FL law relate to registering a motorcycle and/or moped. Here it lists information such as all motorcycles, mopeds and disability access vehicles are issued a regular motorcycle style license plate. These license plates must be renewed annually.
Regarding ownership documents it notes here in this manual that motorcycles (not mopeds) as defined in 320.01(27), Florida Statutes, are titled and registered pursuant to section 319.20 of the Florida Statutes.
Sales tax is required when processing an application of registration for a motorcycle if the vehicle is not already in the applicant's name. Proof of insurance is not required on motorcycles, mopeds or disability access vehicles at the time of registration. There is again no mention of any type of driver's or motorcycle license that would have to be displayed when registering your motorcycle so it would appear that you could register the bike without having a motorcycle license.
