Both New York and California are members of the Drivers License Compact (DLC) so if you get a ticket out of state these states would inform the other after you were convicted of the violation. If you are moving from one state to the other and want to know if your previous driving record will follow you and be placed on your driving record then usually it is not.
California's DMV states that when you move to CA your previous state's driving record does not transfer. So if you are moving to CA from NYS and have convictions for tickets on your NY driving record they should not transfer to your new California driver's history.
Also New York does not bring over your previous driving record onto your new license either so if you are moving to NYS from California then your CA driving record should not follow you onto a New York driver's license.
If you are moving and have issues in your previous state though it can follow you to the new state you move to. All states, including New York and California, check with the National Driver Register (NDR) when a person applies for a driver's license. This national database lists problem drivers so those with a suspended, revoked or canceled license as well as those with DUI and other serious offenses listed on their driving record.
States can share their driving record with each other if there is a reason to do so. If you have a specific question about if New York will share something in particular with California regarding your driving record you should contact the NYS Department of Motor Vehicles and/or the California DMV.
Keep in mind too that when you move your insurance company can see your previous state's driving record. When your license is only recently obtained in one state an insurer will pull the MVR from your previous state as well since that will give them more information about your history as a driver and thus helps them rate you properly.
