According to the New Jersey's Drivers Manual, driving a vehicle with an expired inspection sticker may result in fines of between $100 and $200, and/or imprisonment for up to 30 days. Additionally, MVC may revoke registration privileges.
We would expect that the fine and penalties would be the same if you did not have any type of valid inspection sticker in NJ since an expired sticker is similar to not having a valid one at all. We have read that the average fine for not having an inspection sticker on your car in New Jersey is $150. Both types of citations would appear to fall under NJSA 39:8-6, Failure to Display Approval Certificate (inspection sticker).
If you have been ticketed for driving without an inspections sticker in NJ then check with the court listed on your citation to find out what penalties you may be facing. Or you may also choose to contact the New Jersey Motor Vehicle Commission (MVC) directly to see if they can tell you what penalties are associated with this offense.
